Born in the city of Kamo (currently-Gavar) on 10 September 1962.


Doctor of Law Sciences, Professor. The Honorary Title of Honored Lawyer of the Republic of Armenia


1987 Graduated from the Moscow Finance Institute of the Ministry of the Higher and Professional Education of the USSR

1989-1993 Completed post-graduate studies at the Moscow Finance Academy under the Government of the Russian Federation

1996-1999 Implemented doctoral research at the Russian Presidential Academy of Public Administration

    Served as the Senior specialist, Head of Department at the Executive Committee of Kamo City Council of the People's Deputies of the Armenian SSR

    Served as the Deputy Chief of the Territorial Inspectorate, Chief of the Department of the Regional Inspectorate at the Tax Service of the Republic of Armenia

    Served as the Head of the Legal Department of the National Assembly of the Republic of Armenia

    Upon the Decision of the National Assembly of the Republic of Armenia appointed as the Member of the Constitutional Court of the Republic of Armenia

    Temporarily exercised the powers of the President of the Constitutional Court by virtue of law

    Elected as the Vice-President of the Constitutional Court

    Engaged in scientific and pedagogical activities. Holds the position of Professor at the Public Administration Academy of the Republic of Armenia, Institute of Philosophy, Sociology and Law at the National Academy of Sciences of Armenia, European University in Armenia and Gavar State University.

1983-1985 Justice Khachatryan served in the Soviet Army.
He is author of more than 100 scientific papers, including 5 monographs, 1 monograph (co-authored)1 teaching manual and 2 scientific presentations. Under his scientific supervision (consulting) were prepared and defended 18 candidate of Law (PhD) and 1 doctoral of Law Sciences dissertations.
