THE CONSTITUTIONAL COURTS OF ARMENIA AND KAZAKHSTAN SIGNED A MEMORANDUM OF UNDERSTANDING

On 29 August 2025, during the visit to Astana at the invitation of the President of the Constitutional Court of the Republic of Kazakhstan, the Presidents of the Constitutional Courts of the Republic of Armenia and the Republic of Kazakhstan, Arman Dilanyan and Elvira Azimova, signed a Memorandum of Understanding in the International Reception Hall of the Constitutional Court of the Republic of Kazakhstan (Astana) between the High Courts of the Republic of Armenia and the Republic of Kazakhstan.

 

The Memorandum aims to promote the establishment of a framework for interaction and cooperation in the legal field, the exchange of experience in constitutional justice, and the study of constitutional law and its practical application in both countries in the context of resolving disputes in the field of constitutional law, thereby fostering constitutional justice, ensuring universally recognized democratic principles, and guaranteeing the protection of human rights and civil liberties.

 

Emphasizing the start of a new phase in relations with the signing of the Memorandum, the President of the Constitutional Court of the Republic of Armenia, Arman Dilanyan, expressed hope that the provisions outlined in the Memorandum would be practically implemented, serving as a foundation for effective Armenian-Kazakh cooperation in the field of constitutional justice.

 

The President of the Constitutional Court of the Republic of Kazakhstan, Elvira Azimova, noted that Armenia’s law enforcement practices in constitutional justice are of great interest to them, expressing confidence that the signing of the Memorandum provides an important basis for further development of relations between the High Courts of the two countries.
Agreements were also reached to expand cooperation between the staffs of the Constitutional Courts of both countries.
