Dear compatriots,
Dear Citizens of the Republic of Armenia,
 
I convey my congratulations to all of us on the occasion of the Constitution and State Symbols Day.
29 years ago, on 5 July 1995, by adopting the Basic Law of the Republic of Armenia, we expressed our will and determination to move towards building a rule of law state with democratic values. Undoubtedly, the Basic Law has been and remains the guarantor of the development, formation, as well as the internal and external stability of the country. 
The exclusive purpose of the Constitution is to bring together all sectors of society, regardless of gender, race, ethnic or social origin, political and religious views, nationality, property status and other characteristics, in the name of freedom, statehood and democracy, in the name of the rule of law and the right to live in dignity and happiness.
Over the course of almost thirty years of its existence, the Basic Law developed and reformed in parallel with the formation and strengthening of the state. Constitutional reforms are truly effective when, in addition to the consensus of political actors, the latter are also perceived and fully supported by the society. 
Yes, the Constitution does not have direct answers to all the questions of our concern, and does not solve all problems; however, it contains formulas for their resolution and, in accordance with our abilities, provides everyone with equal opportunities to create our own image of a free citizen.
Not every nation and not every people have earned the right to have their own Constitution. There are much fewer of those whose awareness of statehood and the state structure are intertwined with the Constitution and constitutionalism, becoming an integral part of each other. We must also realize that the Constitution is the victory of freedom and statehood over authoritarianism and arbitrariness, and we must do our best to form a society in our country that would perceive the Constitution, as well as state institutions guided by the principles proclaimed by the Constitution.
I once again convey my congratulations to all of us on the occasion of the Constitution and State Symbols Day, July 5th, extending my wishes for peace and prosperity to our people.
