Dear compatriots,
Dear Citizens of the Republic of Armenia,
 
I extend the warmest congratulations to you on the occasion of the Constitution and State Symbols Day.

As a unique legal-political agreement embodying the system of checks and balances, the Constitution is a living and developing document. Acting in accordance with the constitutional values and in line with the spirit of the Constitution is the foundation of the constitutionally declared concept of the sovereign, democratic, social, and rule of law state. This is an imperative of primary importance for all those who, ex officio, serve our Republic: we shall be committed and bound to work as efficiently as possible, not deviating from our constitutional mission and serving exclusively for the strengthening of our Statehood.

During the different periods of historical development, the Armenian people have always manifested steadfastness and wisdom, and have proved that the real strength of our society does not derive from the amount of possessed material wealth, but it gets flesh and blood from the high values that the Armenian people adhere to. The halo of the Constitution of the Republic of Armenia Human is human dignity, and the citizen is the beating heart of the Constitution with the constitutionally enshrined fundamental freedoms and rights, opportunities, and duties. The unobstructed functioning of that beating heart is the indisputable pledge and guarantee allowing further to strengthen our state institutions, promote the rule of law, consolidate the constitutional culture, and ensure the long-term success of the Armenian democracy.
