
Born on September 9, 1969, in Yerevan.
2009 Graduated from the Faculty of Law of “Gladzor” Management University with a Bachelor’s degree.
2002 Graduated from the Public Administration Academy of the Republic of Armenia, obtained qualifications as a public servant, specializing in public administration and local self-governance.
1999 Completed residency at the National Institute of Healthcare, qualified as a surgeon, and an organizer of health care.
1996 Graduated from the Medical Faculty at Yerevan Mkhitar Heratsi Medical University.
Since 1993, a founding member of the “Yerkrapah Volunteers’ Union” NGO.
In 2001, joined the “Tanik” Human Rights NGO and the “Public Council for the Protection of Human Rights and Fundamental Freedoms”.
In 2003, joined the “Lawyers Against Torture” Human Rights NGO.
In 2004, participated in the U.S. presidential election campaign as part of the U.S. State Department’s “International Visitors Program”.
In 2011, founded the “Rule of Law” Human Rights NGO and chaired it until April 2017.
In 2011–2012, served as an expert for the “Rule of Law” NGO’s Program “Freedom of Speech, or Defamation: Where is the Balance?”
In 2012, served as an expert and legal expert for strategic litigation in the “Rule of Law” NGO’s “Human Rights Protection: Mentoring” program.
In 2014, participated in lectures for Justice Academy lecturers on “Strengthening the Application of ECHR and ECtHR Case Law in Armenia”.
In 2015–2017, served as an expert for the “Rule of Law” NGO’s Program “Launching an Effective Legal Protection Mechanism in Road Transport Relations and Improving the Legal Framework”.
In 2015–2017, a member of the “Justice Group” founded by several respected and reputable human rights defenders.
In 2009–2011, worked as an expert at the “Helsinki Association for Human Rights” NGO.
In 2016, coordinated and served as an expert for the program “Protection of the Rights of Citizens of Artsakh and Armenia Affected by Military Intervention by the Republic of Azerbaijan”.
Since 2020, has been protecting the rights of military personnel and civilians held in captivity during and after the large-scale war initiated by Azerbaijan against Artsakh, as well as victims of rights violations, in international courts, including judicial proceedings. Based on these applications, the European Court of Human Rights issued over 100 decisions on applying interim measures, obliging the Azerbaijani government to provide documented information on their detention, location, conditions of detention, medical care, and repatriation. On March 9, 2021, the European Court notified the Council of Europe Committee of Ministers about the issue of violations of the rights of Armenian prisoners of war and detained civilians by Azerbaijan.
In 2001–2005, provided legal representation in administrative detention proceedings and in 2003, in electoral disputes at the Constitutional Court.
Authored (or co-authored) and implemented dozens (over 100) strategic litigations underlying case law judicial acts, including applications underlying over 60 Constitutional Court decisions, several hundred Administrative Court judgments, dozens of case law decisions of the Cassation Court, and over 600 complaints submitted to and pending at the European Court of Human Rights.
Fluent in Russian and French.
From 1987 to 1989, served in the Soviet Army.
From 1990 to 1997, voluntarily participated in the defense of the borders of Armenia and Artsakh as part of the “Nikol-Duman” Yerkrapah volunteer detachment. In 1992, was wounded, resulting in the loss of a leg.
Married, has four children.
