DELEGATION LED BY THE PRESIDENT OF THE CONSTITUTIONAL COURT ATTENDED THE 30TH ANNIVERSARY CELEBRATION OF KAZAKHSTAN’S CONSTITUTION IN ASTANA

From August 28 to 31, 2025, the delegation led by the President of the Constitutional Court of the Republic of Armenia, Arman Dilanyan, made a working visit to Astana, Kazakhstan, to attend celebrations marking the 30th anniversary of the Constitution of the Republic of Kazakhstan and the International Scientific and Practical Conference titled “Constitution and Statehood: A Dialogue of Law and the Future”.
The International Conference, held in Astana from August 28, addressed the following key topics:
• The Constitution as the foundation of state policy in the field of justice and its role in ensuring order, citizens’ rights, and freedoms.
• The Constitutional Court as a guarantor of citizens’ constitutional rights: appeal mechanisms and their effectiveness.
• The introduction of the “listening state” concept in judicial proceedings: enhancing the openness and transparency of the judicial system.
• Guarantees of procedural equality for parties in trials: challenges and innovative solutions.
• The impact of digitalization on the efficiency and accessibility of justice: key advancements and prospects for development.
During the conference, Arman Dilanyan, President of the Constitutional Court, delivered a speech congratulating his Kazakh colleagues and the people of Kazakhstan on this significant state holiday. Arman Dilanyan addressed the importance of implementing the Constitution in democratic states and the indispensable role of constitutional courts in this process. Specifically, he emphasized that the mission of constitutional courts is to ensure the supremacy of the Constitution through constitutional justice, particularly by fostering the prerequisites for establishing a democratic state governed by the rule of law, strengthening constitutional democracy, and establishing legislative and structural guarantees for realizing the fundamental values and principles prescribed by the Constitution, as well as enhancing public trust in the independence and impartiality of the judiciary. Arman Dilanyan underscored the crucial importance of concrete constitutional review in effectively protecting human rights and freedoms, ensuring the supremacy of the Constitution, and fostering a legal culture aligned with the Constitution. Without such mechanisms, he noted, the human rights protection system would be incomplete, and the development of a legal system and practices consistent with the Constitution would be deficient if individuals, as primary beneficiaries of the Constitution, lacked the right to appeal to the Constitutional Court directly.
The Conference dedicated to the 30th anniversary of the Constitution was followed by a ceremonial event.
At the Palace of Independence in Kazakhstan, speeches were delivered by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, and the President of the Constitutional Court of Kazakhstan, Elvira Azimova. The event included the presentation of a Commemorative Coin marking the 30th anniversary of the Constitution and a Stamp Cancellation Ceremony.
During the visit, the President of the Constitutional Court, Arman Dilanyan, held a meeting with the Rector of Astana International University, Serik Irsaliyev. The opportunities for cooperation in the fields of science and education were touched upon during the meeting, particularly in the context of exchanging best practices in the legal field.
