PRESIDENT OF THE CONSTITUTIONAL COURT ARMAN DILANYAN HAD A MEETING WITH THE PRESIDENT OF THE EUROPEAN COURT OF HUMAN RIGHTS SÍOFRIA O’LEARY
At the invitation of the President of the European Court of Human Rights Síofria O'Leary, the President of the Constitutional Court Arman Dilanyan paid a working visit to Strasbourg to participate in the official opening of the judicial year of the ECHR and the high-level judicial seminar entitled “Judges preserving democracy through the protection of human rights”, which was conveyed on 26-27 January 2023.
Within the framework of the visit, the President of the High Court had a meeting with the President of the ECHR Síofria O'Leary. Arman Dilanyan congratulated his European colleague on the election to this high post, expressing hope that the effective cooperation between the Constitutional Court and the ECHR would steadily develop. The President of the Constitutional Court emphasized the importance of such events in promoting cooperation between national high courts and the ECHR, as well as in establishing a higher level of the rule of law and the protection of fundamental rights and freedoms throughout the European continent.
The President of the ECHR highlighted the importance of the working meetings with the Armenian counterpart in such formats, as well as she touched upon the ongoing activities in the field of promoting the dialogue and cooperation between the ECHR and the national courts of the Member States.
Within the scope of the meeting, the parties stressed the importance of developing the partnership in the framework of the Superior Courts Network. The parties also referred to the cooperation between the highest national courts and the ECHR within the framework of Protocol No. 16 to the Convention for the Protection of Human Rights and Fundamental Freedoms.
The President of the Constitutional Court also held a working discussion with Simona Granata-Menghini, Director, Secretary of the European Commission for Democracy through Law (Venice Commission). Arman Dilanyan presented the current projects and the process of ongoing institutional reforms at the Constitutional Court. Simona Granata-Menghini reaffirmed the ironclad commitment of the Venice Commission of the Council of Europe to support the ongoing reforms at the High Court, as well as she emphasized the willingness to strengthen the traditions of mutual cooperation.
