THE PRESIDENT OF THE CONSTITUTIONAL COURT HOSTED THE DELEGATION OF THE INTERNATIONAL ORGANISATION OF LA FRANCOPHONIE
On 4 June 2026, the President of the Constitutional Court, Arman Dilanyan, hosted the delegation composed of representatives of the International Organisation of la Francophonie (OIF) and partner institutions, led by Belgian Member of Parliament, former Minister and State Secretary for Social Affairs Philippe Courard.
The delegation included Aminata Ly-Ndiaye, Vice-President of the Constitutional Council of Senegal; Benoit Bourque, representative of the Government of New Brunswick and the Parliamentary Assembly of la Francophonie; Aneta Gonta, Vice-president of the Audiovisual Council of Moldova; Eirini Maria Gounari, electoral legal expert, Greece; Charlotte-Farah Souibes, mission rapporteur, France; David Bongard, Senior Analyst at the Representation of the International Organisation of la Francophonie for Central and Eastern Europe; and Eugénie Fournet, Program Associate at the OIF Directorate of Political Affairs.
Welcoming the guests, the President of the Constitutional Court, Arman Dilanyan, highlighted the partnership established with the International Organisation of la Francophonie and emphasized the importance of exchanging international experience in the context of the development of constitutional justice and democratic governance.
At the request of the guests, the President of the Constitutional Court, Arman Dilanyan, and Vice-President of the Constitutional Court, Edgar Shatiryan, presented the specifics of constitutional review in the Republic of Armenia, the powers of the Constitutional Court, as well as the significance of the legal positions developed by the Court in recent years for ensuring constitutionality and protecting fundamental rights.
The members of the delegation expressed interest in the specifics of the organisation of the Constitutional Court’s activities, the practical experience of applying the constitutional complaint mechanism, as well as issues relating to the legal regulation of electoral and information processes. Particular attention was paid to strengthening public trust in democratic processes and ensuring the stable functioning of state institutions.
The parties exchanged views on the challenges facing modern democracies, the role of constitutional courts, and the importance of an independent judiciary.
